DRAFT: Should people who don't speak Spanish be excluded from public jobs?

Recently I saw the following job post:

 

The client is looking for a: Senior Director of Facilities and Operations to supervise the physical plant for a university with two campuses containing a mix of buildings (900,000+ square feet total)
• The Senior Director will report to the VP of Finance and Administration.  The job pays $110K/yr.

 

I noticed this job, like many others I often see, requires, "Conversational Spanish", and wondered why.  In many industries it's no longer possible to become a supervisor or manager if you don't speak Spanish.  With this job I think the requirement is only there because they want a Hispanic person.

 

This isn't a job were the person hired will be working closely with or directing lots of people who only speak Spanish, this is a University setting where the type of people this person reports to and the Mangers that report to them all speak English. 

 

When did not speaking Spanish become such a handicap?
