I think it's easy to be confused because of the dishonest way that progressives argue - and third-wave feminism is little more than extreme progressivism in drag.
It sounds like "toxic masculinity" originally referred to men acting stereotypically macho - i.e., acting like jerks because they believed that's what their culture expected of them. Such behavior - and the cultures that encourage it - are rightly criticized. The Church has been criticizing such behavior for a long time.
But radical feminists corrupted the phrase "toxic masculinity" for their own purposes. The basis of their ideology is to deny the very reality of all differences between the sexes. They believe that men and women are completely interchangeable - or, at least, that they would be so in the absence of cultural constructions of gender that force men and women into distinct roles - or, at least, that we should pretend this is so in order to facilitate a socio-political agenda of radical equality. They brand the orthodox biological distinction between male and female "essentialism". They do not bother to criticize essentialism - they just take it as a self-evident axiom that essentialism is bad and use the term to dismiss anyone who disagrees with them, or anyone who dares to comply with traditional gender roles.
For these radical feminists, "toxic masculinity" and "toxic femininity" are shorthand slurs that can be directed against any instance of "essentialism" - i.e., men acting like men or women acting like women. They see it as the responsibility of every man or woman to defy gender roles at every turn - and anyone who chooses to conform to such gender roles is a counter-revolutionary - an enemy to be scorned, persecuted, and shunned.
